Questions on two sentences

Hi,
Can you answer these questions?

1.Is something like "N + to and noun" correct to use?

how an integrated task-based approach to learning is possible within the project plan.

2. Is the practice of having/puttingthe word 'not' in front of a gerund correct and will not affect the noun nature of the gerund?

Not receiving any mail isn't fun.

Unlike what you have said, I think it could be said that gerunds are verbal nouns that perform the function of nouns.
