Questions on the use of English articles

Hi.

1. Would you say the article is needed to point out it is one of his messages?

He is giving a Chairman's message.

I think this is OK since the word "Chairman" is capitalized.

2. Do you think we need to put an article between the word "or" and "Google's"?

Use a dicationary or (a - good/correct?) Google's search field.

3. If one is giving notices like these. How should one say it in in an email?

Notice contents:

1) Sorry. The date for the meeting changed. It is now Sep. xx, xxxx.

2) Hi. We are having a meeting this month too like last month.

How should I say it?

I am sorry for (a?) short notice.

I am sorry for such (a?) short notice.

Should I restrict the use of the word "notice" without an article to some sort of warning?

If there is only one chairman, then you have to use "the." If there are many chairmen, and the message is from one of them, then use "a." "The" modifies mes

He gave the Chairman's message. -- Are you saying/did you say that the word "the" modifies the word "message" here and not the "Chairman's"?
