Questions on the "a" usage

Hi,

1. Tell me why the article "a" is there?

Yet a time is coming and has ...

2. Can they be replaced with two "As" if the right situation/context is set before or there now to give them a go? Sorryif my question possibly is not clear.

There is a steak on the (a???) plate.
