Questions on sentences

Hi. Please help me with these.

1. Does the underlined past perfect use indicate the action for the underlined part, that is hearing their news, occuring before his walking to work. I think the use of the word "as" in the subordinate clause (I think it is) seems to denote the action in the subordinate part and the action in the main, underlined part occurring almost simultaneously, if not simultaneously.

He told me that as he walked to work in the morning, he had heard the news.

2. Do we need to put the preposition "to" before the word "me"?

He tells me what to do referring to what has been told (to??) me in the letter.

3. Is it correct to have the dash in the place it is used. If there weren't no dash, I think a comma would be the right punctuation mark to use.

Then I took the change, put it in my pocket -- and all the change I put in fell to the bottom.

Additional question: What do you think of a sentence with two dashes, like the one below?
