Questions on dependent clauses and commas.

I had two exams that day, but waiting for me at the finishing line was the Dangerous Woman Tour, the concert I’d been waiting for, for months – counting down the weeks, days, hours, minutes, seconds.

Is this not a comma splice and require a semi colon.



We were making our way out, high on life and music, chatty, giddy, pockets empty but hands full of merchandise when it happens.


Does this bolded section not need a comma before 'when' or dashes to set it apart? What is the difference between this example and examples where commas are used both sides ?
