Questions on conditionals

Hi. Please help. Does the formal and the informal distinction for the kind of conditional like example sentence 1 below is limited to the subject being in the first person, or could it be in the third person like example sentences 2 and 3 below?

1. If I was/were poor, I would try my best to pull myself out of that situation whenever I could.
2. If the balance was/were in the red, I would not buy any luxury items for some time, until the situation turns around.
3. if he was/were my neighbor, I might visit him one of these days soon.

Also, which is correct?

If he could have anything he wants/wanted, I am sure he would be ecstatic.
