Questions on comma use

Hi. Please help me with two questions.

1. Do commas here correctly placed? I tend not to put a comma after the conjunction "but."

As I came near home, I spotted something blue, but, before I could figure out what it was, I felt a hand tapping on my shoulder. I turned around and saw it was my wife.

2. Are these correct? They look similar (if not the same) in structure. Why one has a comma and one doesn't before the conjunction "but"?

a busy, but impoverished middle-aged salesman

a dashing but impoverished young salesman
