Questions on articles

Hi,

For the sentences below, would you lay out the same line of arguments?

1.A District Attorney is a lawyer who works as the State prosecutor in a district.

Why 'the'?

Is it because it is a specific prosecutor in that the entity or person has been mentioned as in 'a lawyer'?

2. This is the latest face of China.

Does this mean it is the only face of China? Could it be that the writer is thinking of a specific and definite latest face of China and also has an idea that the readers will concur with his decision to put 'the' based on the foregone premise?
