Questions at the airport check-in

While reading an article about airport security I came across a sentence I do not quite understand:

"As you approach your airline check-in desk, a trained interviewer takes your passport and ticket. They ask a series of questions: Who packed your luggage? Has it left your side?"

I have been asked that Who packed your luggage? question quite a few times (or its variation: Have you packed your luggage yourself?). However, I do not get the meaning of the second question. What does it mean? I guess it might mean Has it always been with you? Have you left it unattended?
