Questions about words, phrases and grammar

Could this "Henry James" be this person [http://en.wikipedia.org/wiki/Henry_James]?
There is no footnote about this person on my textbook.

In any case, as the memoirist John Phillip Santos wrote recently, ''Mexicans are to forgetting what the Jews are to remembering.''

(In the second paragraph on page 2)

What l learn is "something/somebody [be] to do something," not "to doing something."
I am confused...

The New York-based Ford Foundation was instrumental in creating three of the most visible national Mexican-American organizations -- all modeled after similar black organizations.

(In the fourth paragraph on page 2)

The wording on my textbook is

The New York-based Ford Foundation was instrumental increating three of the most visible national Mexican-American organizations -- all modeled after similar black organizations.

So it is a proofreading error on my textbook?

What does "romantic" mean here? idealistic?
