I've some questions about the word "cheer"

1. When we toast, people always say, "cheers" -- > In this case, "cheer" or "cheers" is the right word?

2. In the closing of a letter(always in informal letters), people sometimes write, "Cheers, (and then his name)" ---> In this case, "cheer" or "cheers"?
