Questioning the wisdom behind any...

Is this sentence correct:

1) Questioning the wisdom and the planning behind any operation does not do a disservice to those who had to carry it out.

I think 'any' has been misused here. It seems to me that the sentence means 'questioning the wisdom and the planning behind every operation...'. The sentence reminds me of the sentence 'It is not unusual to love anyone' from a Tom Jones song.


But I am not sure... The problem is that I understand the sentence! (a project -no matter which)

I'm not sure that it's technically incorrect but I'd replace 'any' with 'an'.
