Questionable vs in-question

The following one taxes my brain.

In just three years, the Brazilian government discovered 62,000 __________ land titles.

(B) questionable
(C) questioned
(D) in-question

I looked up dictionaries and found (B) and (D) share the same meaning, more or less. So I was confused. Please help!
