Question whether

Hi,
I want to ask you about the verb "question". I know that it has two different meanings: either "express doubt" or "ask somebody about sth". If we use the word "whether" after the word "question" it can mean "express doubt" for sure, but can "question whether" also mean the same as "ask if"?

e.g. Some people are questioning whether they have to use English as their language for wider communication or whether there is some other possible solution.

What does this sentence mean in your opinion? It's an extract from a text about Esperanto.
