Which one is correct?

a) She has to finish the email to Mr. Hamilton.

b) She has to finish the email for Mr. Hamilton.

a) She has to finish the email to Mr. Hamilton. She is clearly writing to Mr H.

b) She has to finish the email for Mr. Hamilton. Without any context, sounds like she may be performing a task assigned to her by Mr H.
