Question to a sentence from newspaper.

Hi, everyone, I read an article from a newspaper but got some enquiries. Please help,

Extract from the article:
" Another possibility - though less favored - would be to extend Oeration Twist, aimed at sellng shor-term bonds to reinvest in long-term bonds. This helps to lower interest rates for home mortgages and other loans."

Q1) the verb aimed is using past tense, why? and what is the subject of "aimed"?
Q2) there is a comma before "aimed". Can I omit the comma? If not, why?
