How do I make a question tag to a sentence "I don't think he will solve the problem"? I'd add "won't he?" But I have doubts whether the first part "I don't think" influences the tag. If it does, perhaps the tag will be "will he" ?

The way you're approaching it with "won't he" is a purely grammatical one, where the tag is assumed to be reversing the subordinate clause "he will solve the problem".
