If the sentence was "Jessica never does her homework", then the tag question would be "does she?"

I don't think I would ever use a tag question after this statement, but pressed for an answer, I would say does she? is the correct form because rarely has negative polarity. I would certainly use the one below, however, and it follows the same principle regarding negative polarity items.

That's hardly the right way to behave toward others, is it?

rarely and seldom are semi-negative words and the sentences containing these words are not completely negative. then why positive tag is used.
