Question regarding prep phrases and punctuation

Would the comma in the following sentences be needed?

One in a while he made a trip to New Jersey, to see Matt. Note: 'to see Matt' is essential.

He sat on the window sill, in the evening. If not for the comma in this sentence, would 'in the evening' suggest a place?

I don't think you really need the comma in the first sentence, but it's not a problem. In the second sentence it is better without the comma.

No, there is no way that I would think "in the evening" was a place. It clearly tells you when he sat on the window sill. As Nona says, it's better without it.
