Question regarding "I stand before you"

Hi teachers,

I have heard it said as follows:

I plan to go to the beach vs I'm planning...

I stand before you to congrate you all on your hard work vs I'm standing before you...

I assume you are talking about what happened yesterday vs I'm assuming ...

What is the different between both usage?

Dear Mister Micawber,

If I use "verb+ing", it means I am more engaged in the activity, so in other words, would that mean it's more polite for presidents to address a crowd with "I'm standing before you..." instead of "I stand before you....."

I would call it 'friendlier', not 'more polite'.
