Question regarding "emphasize"?

Consider these two sentences:

He emphasized the importance of careful driving. (Does it mean “he mentioned about how important careful driving is” or “he gives special importance to careful driving”?

She emphasized that their plan would mean sacrifices and hard work. (I know “emphasize” means to “give special importance to sth”. But can you explain this sentence? Does “emphasize” also infer that “she said about it”?
