Question on Sentence Structure.

Dear Sir/Madam,


Could you please tell me which of the following is correct or natural ?

Always confused when I write emails.

1. Data sheet has been attached for your reference.

2. Data sheet is attached for your reference.

And, in which context we change Present Perfect forms like this ?-

He is gone out. [Instead of 'he has gone out.']
