question on article

Hi,

I got this partial sentence from a post here which was a part of a quote, I think, and I want to know how would one know with confidence when to put the article "the" in places noted. Instinctively I think it is right to skip the article in the first part and put the article in the second but sometimes similar situations where the nouns are followed by "of" phrases as those get me deep in the mud. Help.
