Question on a statement

Hi teachers,
Are questions 'a' and 'b' correct according to the bold words in this statement? 'We couldn't find him in the trees'.
a) Where couldn't you find him?
b) Where could you not find him?

'We' refers to the people in the story.
The person answering the question is not one of the people in the story.
