Question on a legislation term

What's the English for an act (resolution or law) issued by the Government and put in effect disregarding the consent of the Parliament (to avoid delays, bureaucracy, negotiations)? Literally, in my language it is called "Emergency Resolution".

I saw, on wikipedia, "executive order", but it seemd to be issued by the president, while I am interested in the one issued by the prime minister..

Or is it "government decree"?

In the US, the executive branch may issue an executive order (or presidential order) which may go into effect immediately. ) There are of course certain conditions, and constitutional constraints. Congress never declared war on Iraq, so much was done by presidential order.
