Question of time

Hi,

Can we use "matter of time" instead of "question of time" in the following sentence as a synonym?

"Habbah hasn't really made the connection yet, or asked for Nike trainers, but it's only a question of time before she does."

They mean the same thing, in my opinion, but I prefer "matter of...".

You might say that the resolution of the matter/question/issue "turns on" time. Time is the critical factor in resolving this thing.

("Turns on" is an idiom here -- something like "depends on.")
