Question mark or period?

I am proofing a new letter a client has created. Should there not be a question mark at the end of the following sentence?:

"So why drive around without a Vehicle Repair plan that could save you thousands when your vehicle breaks down."

A co-worker read the same sentence and felt a question mark was not needed. We are both curious.
