question mark?

Hi! everyone.
Could someone tell me whether I should put a question mark at the end of the following sentence?
She needs to understand that what would she teach the kids who have some type of disability?/or no question mark?
She needs to understand what would she teach the kids who have some type of disability?/or no question mark?
And what is the difference in meaning between the both sentences?
