Question: isn't letting

Hello, everybody!

This is my question:

The sentence: " Joe Martin isn't letting life in a wheelchair detract from the view."

What's the mean that " isn't letting "?
Dose it mean " not to allow other people to treat you badly "?
Does this sentence mean " Although Joe Martin was disabled and in a wheelchair, he doesn't admit the defeat of life, and it doesn't detract from his view."?

It's difficult to say for certain out of context, but:

'Joe Martin isn't allowing the fact that he has to live his life in a wheelchair prevent him from enjoying life.'

Well, the 'view' is slightly more literal than I imagined!

It sounds a little as if it comes from a brochure advertising the complex...

I suppose the idea is that most handicapped people have limited chances to see 'spectacular scenery', but Martin has it on his doorstep.
