Question introduced with a comma

Are all sentences below correct in terms of punctuation? Which is the most preferred, and which is the least preferred in your opinion?

(1) The question is 'How do we avoid it?'

(2) The question is, how do we avoid it?

(3) The question is: How do we avoid it?

I would go for (3) but I might not capitalise how. I certainly wouldn't use (1) at all as I wouldn't be quoting anyone's words. CB
