Question in sentences with relative pronoun (who)

Hello
Which one is correct:
- That man WHO told me the truth.
- That is the man WHO told me the truth.

I think it's both, if so, what's the difference?

  • OK Hi Penicillin Only the second one is a complete sentence.
  • That is the man = main clause who told me the truth = relative clause The first one is not a complete sentence.
  • However, if you remove the word "who", then the first one would be complete: - That man told me the truth.
