Question from 'The Official SAT Question of the Day'

I've been following up with the SAT Question of the Day for a while now. I was stumped by the question above. The correct answer is D. I picked E, and I don't understand why. Can someone please help me?

what exactly does parallel structure mean?
is '...the first animated film to use up-to-the-minute techniques and widespread release.' correct then?
placing 'as well as achieving' there doesn't sound weird though.

A parallel structure means that the words that follow are all the same type of words.
It was the first to use something, and the first to achieve something. If you use "achieving" it's not parallel.
