Question from Slovak final state exam - English

Hi !

I would ask you about one question from my test.

Language in use - Word formation.

there was a sentence:

Our friendships are based on _________ . (rely)

So my answer was relying, however answers in key were reliability/reliance.

Is my answer a possibility? I think there can be a -ing form after the preposition.

Also, word form may be changed significantly. In previous sentence:

Those __________ individuals know they can count on us no matter what. (choose)

- was right answer chosen.
