Question about words.

I want to know if i've used right words in my sentence.

1. The government had launched this plan...."

The plan has been about registering on a website. Is it OK to use the word "launch"?

2. "Those days the tension for taking his position was at its peak."

Someone who had a position at a department died and some others wanted to take his place.

3. We have to say dollar rate "rose" or "was raised" ? Which one is correct?
