Question about the verbs 'say' and 'tell'

Hi teachers,
I was told that the rule for the verbs 'say' and 'tell' is as follows:
a) You say something.
b) You tell someone something.
My question is, if that is the rule, how come in the sentence below we have 'said' + 'to Adam'?
Where is he? What’s he doing? Felix said to Adam.
