Hi!

Have I used tenses correctly in the underlined part?

Margo F., the mother of Kate F., was not able to take care of both granddaughters due to her health condition, working conditions and children’s age; therefore, if the children had stayed there without being watched over or supervised, it could have endangered their health and life.
