Question about some words.

I wanted to know if i used the right words and terms in my sentences.

1. "They must not take decision out of wrong feelings."

Is it ok to use "out of wrong feelings"?

2. "He must be punished because of the crulty he has brought upon his familly."

Is it ok to use "brought upon" ? I mean "he caused a lot of pain to his family."

3.is it ok to use the word "claim" instead of "say" or "tell"? For example, the king claimed, "people have to obey the rules."

Thank you very much.

I am not a native speaker, but I would like to say what I think about them. "Is it ok to use "out of wrong feelings"? Here, wrong feelings sounds unnatural and it is vague because we do not know what you mean by it.
