Question about sentences

Dear all,

I am a Salestax officer. I detained one vehicle carrying goods for not submitting required documents on 17.2.2020. They intimated me that they would produce the required documents on 25.2.2020. On releasing the vehicle, I have to intimate it to my higher officials/authorities. So which of the following sentence is apt to this context.

1) As the vehicle owner produced the required documents, the vehicle is released.

2) As the vehicle owner produced the required documents, the vehicle has been released.

3. As the vehicle owner produced the required documents, the vehicle is being released.
