Question about sentences

Dear all,

I am an assistant sales tax officer for sales tax department. My job is to check the vehicles carrying goods coming from other states and within the state either. If suspects any evasion of tax in their documents, then detain the vehicles along with goods at the check post and issue notices for remitting the tax to the government. One of my colleagues (another officer) detained one vehicle along with goods for without documents at the check post on 15.11.2019. The owner of the goods was not willing to remit the penalty and he occupied Bank guarantee from the court and produced the same before me yesterday (20.2.20) at the check post.At the time of releasing the goods with vehicles, I set down in the notice that " The dealer produced the bank guarantee against the order. Hence the vehicle has been released". I would like to know which of the following sentence is correct. (1) Hence the vehicle is released. (2) Hence the vehicle has been released. (3) Hence the vehicle is being released.
