Question about sentences

Dear all,

I would like to know which of the following expressions is correct according to context. Kindly tell me the difference in meaning between two.

1) The guys who robbed the bank last year have finally arrested.

2) The guys who robbed the bank last year are finally arrested.

(1) is the normal way of saying this when describing recent a past event.
