Question about sentences

Dear all,

I have seen the following sentence in a grammar book. I would like to ask a question regarding it. Can the given sentence be considered as a regular activity of the past? Kindly tell me why that "wouldn't" used here.

1) Sometimes the bus wouldn't come until 7.30.
