Question about primarly

Hello,

I believe that the following sentence is grammatically incorrect:

Primarily a doctor, he later became a lawyer.

"Primarily" is an adverb but does not modify a verb in the first clause of the sentence above. The sentence is used in an example

on dictionary.com so I am unsure if my reasoning is correct.

Was wondering if anybody could clear this up.

Thanks.
