In this sentence, "I like this proverb because it makes me feel better when I have a tough day and no matter how bad today was, everything is going to be better," is the pedicate "is" or "is going to be better?"
Also, in this sentence, "I like this proverb because it's true that you see life differently," why do you use "it's true" and not "is true?"

I think that you are trying to copy the grammatical structure from your native tongue into the English one. In my native language, i.e. Polish, you can omit the subject after the subordinating conjunction show
