Question about 'on'

Hi teachers,
Could you tell me why 'on' can't be after 'has'?
It is wrong to say: She has on a bikini. I should say, 'She has a bikini on'.

this is an example of a colloquial expression where a preposition is used as introduction to an elliptical phrase. example: "she has [wears] on [her body] a bikini." or "she has [wears] a bikini on '[her body]." the preposition might also be interpreted as a verbal suffix.
