Question about noun + to + noun

Dear All,


I'm trying to understand a grammar the below.

From here I've got 2 questions.


"The reason why I do the empty lungs is that the urge to breathe comes earlier"


1)

I think that this sentence consist of some parts.

s + v that s+v and I can split as " s(The reason why I do the empty lungs)+ v(is) that s(the urge to breathe comes earlier)" but where is v at the second part?


2)

"urge to breath"

I think urge and breath are noun, but there is 'to' between noun. here is I can't understand the grammar and meaning.

because I learn that 'to' is always stick to verb. but there is no verb. what am I supposed to understand ? any usage ?
