Question about 'Not'

Is it not correct and natural?
Is it not correct and not natural?

1. I wonder if 'not' in the first sentence also describes 'natural'. If so, do you think both sentences above mean the same?
2. If both mean the same, which is better writing to be understood easily? Please help.
