Question about "neither"

Hi!

Am I using "neither" correctly in here?

The company’s auditor cannot become a board member, neither can a person whose rights to the respective, or any, commercial activities have been deprived pursuant to the court decision.

The company’s auditor cannot become a board member, nor can a person whose rights to the respective, or any, commercial activities have been deprived pursuant to the court decision.

In effect the sentence is:
Neither the company’s auditor nor a person whose rights to the respective, or any, commercial activities have been deprived pursuant to the court decision, become a board
