Question about gerunds and if-sentences

Hi everyone, this is Raymond.
I have 2 questions and I hope you guys could help me Emotion: smile

#1. Can all verbs form gerunds?

If not, what are the special or exceptional rules ?
Or is there any expection cases?

#2 Look at the following sentence:

''Permanent teeth cannot be replaced by new teeth if lost.''
In this sentence, is the phrase 'if lost' considered as a conditional sentence (type 2 - imaginative) ?
If not, why do we need to use 'lost' here?
What is the part of speech of it?
