question about gerund and to infinitive

eg. I look forward to hearing your response.
I always se this sentence.

eg. It is hard to looking for a job. / It is hard to look for a job.

I am gonna ask we add'' gerund'' form to the verb after ''to'' sometimes, but I heard some guys said we should not add anything after ''to'' because of the bare infinity. However, I really see some sentences which are adding ''ing'' to the verb which is used after ''to''. How do we identify it?
