Question about directions for multiple choice exercises

Hi Teachers,

Do these two directions mean the same?

a) Circle the letter of the correct synonym or definition of the underlined word(s).

b) Circle the letter of the correct synonym or definition to the underlined word(s).

I meant, 'of' is right and so is 'for', isn't it?
